Editorial
Piero Faraone, Vice-president of CIFA.
The hallmark of the current information technology age is everlasting dynamic change
associated with information overload. This is true also in the field of research,
as active participation and the communication of new ideas is required for the more and more
frequent innovation processes.
Information technology and the Internet have made everyone become our neighbours
in real time.
Both intentional and unintentional obstacles that made academical science inaccessible
to keen researchers wishing to enter into contact have been removed by the possibility
of entering debates in the discussion-forum of innumerable websites.
The vast number of possibilities taxes our mental flexibility when we have
to decide who is worthy of our attention. However, we should listen to what
all researchers have to say to understand their intuitions and the meaning of
their studies more in-depth.
I am not suggesting that we should classify potential conversational partners
according to a merit or demerit system, I am only suggesting that studies should be
published as much as possible. We should humbly ensure that a larger audience is in a
position to read the works of researchers and has access to their information as a source
of inspiration.
The only duty of researchers is to convey a message to the community of
people who in one way or another are able to grasp its correct scientific
meaning and benefit from it in terms of mental stimulation.
Time will tell whether this is the right way. What is essential, that this
kind of relay team should never, never stop running!
This is what I wish you all, after having listened to the speech that our
former President of CIFA, Dr Capel Boute, (1) passionately delivered at an international
meeting in Crimea a few years ago (1999) and that I report below:
"It’s mostly written afterwards by historians looking for published papers and
sure recognition of now well established new facts; these require often the acceptance by
the scientific community of a new paradigm to be coherently explained.
T.Kuhn has shown that process may take generation of struggle and hard controversies before
such an acceptance.
"Many pioneers have not survived long enough to see their ideas,
their hypotheses and the fact sustaining them honestly recognized.
But it may also take more then two generations!
"Most of the pioneers who have encountered "fluctuating phenomena"
in their discipline, and who had gathered around the hypotheses of Tchizhewsky
and Piccardi to explain them, died like them without any unquestionable recognition
of their discoveries!
"My duty, as I have known them personally, is to contribute to these "fragments of history"
in recalling first their fundamental contributions, extending investigations on
"fluctuating phenomena" in exact, natural and human sciences.
"The reluctance of the scientific community to accept fluctuating phenomena
and the necessary new paradigm to explain them, is proportional to its difficulty
to abandon the criteria adopted in experimental research since the XIX century,
requiring reproducibility of the results whenever and wherever the experiments are made.
"It is a "scientific revolution" in each discipline, that needs specific appropriate
methodologies and an open-minded interdisciplinary approach, to collect correctly
repeated data ordered in the course of time; these must be studied by
appropriate methods of time-series statistical analysis to relate their
fluctuations with cosmic and terrestrial environmental factors.
"It is usually impossibly to control effects in the biosphere of solar activity and of
the movement of the earth in the Galaxy, which will never bring us back in the same
environmental conditions in space and time.
"It is by "fragments of the history" of these "scientific revolutions"
faced in their specific disciplines that our actual members can contribute with the
list of references of published (or possibly unpublished) papers.
"It is already known that although the sensitive systems have common thermodynamic
and kinetic properties, they may have, in the phases of evolution of irreversible processes,
a specific sensitivity to one of the other uncontrolled environmental factor responsible for the
fluctuating character of the results."
I think, to well conclude this editorial, that the best way to avoid every possible misunderstanding,
is to realize in our researches, a long possible observing-time, especially when studied
natural phenomena as those considered here;
and it’s also opportunity to remember always what dr. A.Carrel (Medicine/Nobel) said:
"Short observing and much reasoning lead into the error; much observing and
short reasoning lead into the truth."

SEP (Skin Electric Parameters) and human physiopathology

INTRODUCTION
From the beginning of the century, scientists of different fields have attempted
to present a model of the human skin which considers its electric properties.
These researches, which have had a strong impulse in the last twenty years, has put in
light that the skin, considered prevalently a separation structure with role of mechanical
protection, also constitutes an interface biologically active by which external stimuli may
influence organs and inside functions.
The skin is an articulated structure that could be considered a vast membrane,
which controls homeostasis of several electrical parameters (potential, impedance,
dermo-epidermal gradient. In 1930 an equivalent model of the electric properties of
the skin has been hypothesised, giving notable importance to the concept of
"impedance of polarisation." Two different opinion lines, American and German,
with different methodological approaches, tried to attribute a physiological meaning
to the block of impedance of polarisation. Electrophysiological measurements together
with most recent physical-mathematical analysis methods
(Fourier transformation to study non-linear systems)
could allow us to formulate a new interpretation of
the polarisation impedance based on the theory of the auto-organised systems.
The skin is functionally correlated to the nervous system;
moreover, electro-cutaneous activity seems to express this
relationship, since it reveals the different conditions of
inside organs, according to the guidelines of Chinese acupuncture.
The study of skin electrical phenomena supplied new possibility for the diagnostic of
inside pathologies.
Our research results (1, 2, 3, 4) reveal that:
1) The existence of particular points, with few millimetres of diameter
and low frequency testable, is confirmed. These points present
peculiar electric characteristics (tension, resistance) as regards
compared with skin surrounding areas. A partial correspondence of these areas
with the points of the German electro acupuncture exists (5, 6).
2) The relationship between the electric potential revealed in
particular skin points and the presence of pathologies of the respiratory,
gastric, circulatory and osteo-articular apparatus, diagnosed with conventional
techniques, is confirmed.
3) It is possible to identify responsible factors of allergic phenomena and/or
intolerance active on the respiratory mucous membranes.
These observations could explain the mechanism of action of electromagnetic low-energy
waves emitted by drugs or by modifications of air ionisation. Skin electrical parameters
could be used to identify pharmacological and alimentary intolerances.
New biophysics technologies for intolerance diagnosis, encourage us to propose an
ample plan of research, although the vastness of theoretical and practical irresolute
questions on electro-anatomy-physiology of the skin and the nature of biochemical and
biophysics interactions, which control biological systems.
RESEARCH AIMS
The aims of research are:
1) Studying skin physiology and his specific function of electric homeostasis,
elaborating a theoretical model able to explain these mechanisms;
2) Studying the anatomy and physiology of the skin and body electric circuits and
their role in organ regulation;
3) Assaying the correlation between skin electrical phenomena and phisyo-pathological
inside functions;
4) Individuating the action mechanisms pharmacological intolerance and developing
technologies for their monitoring and guide to the personalised therapy;
5) Assaying bio-electronic instruments produced by CSM (and others) for studying
skin electrical parameters;
6) Contributing to theoretical and clinical development of these technologies and
introducing them in current medical diagnostic field.
Expected results are:
a. Examining the possible effects of environment and drugs on biological complex membranes;
b. Individuating an electric skin model that gives a better degree of predictable in measurements;
c. Developing technologies, diagnostic methods and guide lines to therapy, not invasive,
based on the analysis of electric skin phenomena to improve domiciliary prevention - diagnosis - therapy -
recovery-assistance.

The SEP in the valuation of biological effect of mobile telephone GSM.

SUMMARY
The aim of the present study was to assay the variations of skin electrical parameters
(SEP) due to artificial electromagnetic fields of mobile telephone GSM and protection systems.
An electronic instrument of Voll's electric acupuncture (BICOM, OTI) delivering a
8 µA current with a difference of potential of 1 Volt was used. Subjects held in a hand the
first electrode while the operator applied the second one on particular skin points.
A trial consisted in 3 measurements: the basal values, the values after contact with mobile
telephone GSM (Alcatel one touch 303) and the values after contact with mobile telephone GSM
shielded by specific protection tissues (Ageostan). In this study 30 volunteers were tested.
It was found a diminution of skin electrical parameters after contact with mobile telephone.
The use of protection systems caused a diminution of SEP (6,88 s.u.) and their stabilization.
It seems that SEP diminution was in specific electrical corporeal circuits corresponding
to pathologic states of tested patients.

Coherent mechanisms in electromagnetic radiation physical interaction models
on biological systems.

When almost twenty years ago I started to be involved on the problem of
electromagnetic interaction on living systems, I would never threat
fundamental problems like that discussed in this meeting. I will try to face the
problem directly starting by the fact that in the electromagnetic interaction,
at low frequencies, is very hard, on foundation of classical electrodynamics and of
thermodynamics principles, to hypnotize effects that, in last analysis, lessen to a
transfer of heath, more or less selective, to tissues. These theoretical forecast
is strongly founded, mostly in the case of homogeneous media when the conditions
are not far from the equilibrium. These results have been placed into discussion by
a series of experiments showing the presence of non-forecast effects. Obviously these
experiments are not able to follow the chain of events in a manner to join the effect
directly to the primary electromagnetic interaction. This difficulty is not truly due
to this kind of research but is common to the biophysical research, which is not so
developed to allow a reconstruction of trajectories coming from the primary events
(so called signals by the biologists) to the occurrence of significant biological phenomena.
I think will be necessary many years before to overcome this problem.
We come now to the problem of electromagnetic
interaction on biological molecules, cells and tissues.
It is necessary to find models that obviously are not alternatives to
the basics of classical electrodynamics and explaining the thermal
effect. These models must facilitate the hypothesis that in the primary interaction
there is not only a generic energy transfer to the molecules, in our case mostly to
water that is wide-ranging the major constituent of living systems, but alternatively
hypothesize:
a) The direct or indirect damage of a particular biological structure;
b) The production of signals that can modify the behavior of exposed biological system.
The first hypothesis look remote whether the field strength is not very high,
the second instead, which I propose to call mimic effect, is widely practicable,
despite very riskily from a scientific point of view.
The formulation of "ad hoc" models, based on some observations
without theoretical and experimental verifications at each step of the
whole event, is seen with extreme diffidence by physicists,
and is very common in biology. So I want to emphasize
the difficulties for researchers with different background to work together
on the same problem. In particular, for electromagnetic theory experts there is usually
the difficulty to understand that the interaction within a living system is not a problem
that can be solved taking into account only a homogeneous medium and looking only at
primary interaction mechanisms. The biologist, instead, must understand that empirical
models, very weak for their capability of prevision (and so to reconstruct the events)
are usually rejected in many scientific sectors.
I reach, so, the central point regarding the presence of coherent mechanisms to
the basis of many biological phenomena. This presence in the organization of living
systems is to me a sort of postulate of the biology. Thus I don’t want to tell that the
thermodynamic laws cannot be applied to the living systems, I want to tell only that it
is difficult to hypothesize a biological world originating all by the chance, without the
presence of self-organization mechanisms operating in the different levels (molecular,
cellular and of whole biological system) So I want justify a personal sympathy for the physical
models justifying coherent system behaviors. I understand, obviously, that a think is to
hypothesize a coherent mechanism at the level of an organized and complex system and another
to do this to the atomic and molecular level.
In effect the problem of electromagnetic interaction can be synthesized in following statement:
It is necessary do not scramble the interaction in an homogenous media, in which the charges are
partially free of bound in a well defined way, with that on the living systems. The latter
are composite and heterogeneous media from an electromagnetic point of view, in which the
charges are frequently bound in a particular way for reasons lying on the "biological"
behavior of exposed system. The straightforward consequence of this is that the charge
in a biological system is not all equivalent (there are million of proof of this) thus an
interaction involving there is not only a simple energy transfer but can produce consequences
deeply dissimilar.
I would like to conclude with the recall of a principle (frequently referred as a law),
that of Murphy, that tell "as think can happen it will happen", in my life as
health physicist.
I could verify that often is true, also events very un-probably sometimes will happen.
In the same time I would like to appeal to a major prudence by all sides, prudence that is
largely necessary to exert as larger is large the ignorance of the facts. Truly mine it is.

Letter to CIFA
Dear Sir
My name is Natalia Udaltsova.
I've received information that CIFA -
"Comite International de Recherche et d'Etude de Facteurs de l'Ambiance"
(International Committee for Research and Study of Environmental Factors,
C.I.F.A. or I.C.E.F.) is still "alive" and active.
Been elected in 1993 as General Secretary of CIFA, I performed some work and
issued quarterly bulletin "CIFA News" until 1996 when I moved from Russia to USA.
Now I live in California near San Francisco and work at the Division of
Research, Kaiser Permanente.
I am still deeply interested in the subject, and would be very grateful to you
if you can give me any contact information.
It's seems to me that Russian (Former Soviet Union) section of CIFA lost many
of their contacts with Western Europe people, and work mostly independently by
their own since I left Russia in 1996.
I believe that it would be great to reinstall contacts and improve
communication between investigators from different countries.
I've heard that the bulletin "CIFA News" is continued to issue, and I would be
very obliged if you could send me an electronic copy of the last issue or if
possible all bulletins since 1996.
CIFA president Boris Vladimirsky told me that there is CIFA web-site recently
created at http://cosmobio.myproton.net, but I am unable to open it.
It seems that there are some technical difficulties, and I suppose that I can
help in resolving the problem and creating real and working CIFA web site.
I believe that CIFA should have its own web-site, and everyone would benefit
from it.
I also think that any publication at web-site have to be available in English
along with original language whatever it is (Russian, French, or Italian).
Please let me know your opinion on the matter of web site for CIFA.
