Dear members and colleagues, dear friends,

This is my last message trough our CIFA-NEWS, but this necessary link between our eastern and western members all over the world will not disappear: Italian colleagues in Rome, from the University «La Sapienza» are ready to take over the job in the Biometeorological Research Center Onlus directed by Professor B. Messina.

The coordinator of the team is Dr. Vicenzo I Valenzi and you will find (included in this CIFA-News n° 29) all the necessary information to keep active relations with him and his team. I hope they will be able to send you CIFA-News n°30 from Rome in October! I am very grateful to all of them for all the tokens of interest for the aims of Cifa that they have already shown to me. Since two years and my last call for participation to the general assembly of CIFA, dedicated to the 30th anniversary of its official birth ( CIFA-News n°28- June 1999) my health did not enable me to devote more time and energy to CIFA. Thanks to our active President, Dr.B.Vladimirsky and the Organizing Committee, led by Prof. V. Berzhansky. The International Seminar held in Partenit (Ukraine) on «Cosmic Ecology and Noosphere» was a full success.

Professor Stacey B.Day (USA) opened our General Assembly in Partenit, celebrating the 30th anniversary of CIFA. His presence there was much appreciated as a token of our interest in western countries for their effort in the task to develop activities in the frame of CIFA in spite of the administrative and financial difficulties they have to face. I am grateful to all of them to keeping alive not only the aims of CIFA, but the friendly relations between eastern and western members.

For most of us, a difficult and expensive travel to Partenit was not possible, but we have done our best to contribute to this meeting with «Some fragments of the history of CIFA» as the organizers had asked me. I had even joined to the documents a speech recorded «live» on a video-cassette, but the parcel arrived in the hands of the organizers long after the end of the Seminar! The parcel had apparently not been opened but kept long enough at the customs to make all information obsolete - a method currently used by censorship! «Scientific papers» may always hide defence or industrial secret!

Such an example shows again that we must keep on fighting with CIFA and not only to suppress barriers between disciplines in the scientific Institutions.

Our registered Office remains in the University of Brussels, where the chief of the Department of Archives is helping me to determine what can be kept there from the CIFA records and from my research on fluctuating phenomena.

Now the future of CIFA is in your hands.

Our treasurer, Dr.A.Koeckelenbergh has included in this CIFA-NEWS the accounts for the year 1999 and 2000. For 2001, the main ‘expenses will be devoted by our italian colleagues to printing and mailing the CIFA-NEWS n° 30 from Rome.

Dr.Piero Faraone, our Vice-President, is also a treasurer for CIFA. I hope that all of you interested in CIFA-NEWS will understand that their membership-fee is essential for them to be kept on our mailing list. It must be paid either to his account in Italy, or still to Dr. Koeckelenbergh in Brussels.
